Those who routinely post videos, make podcasts or write about news or current affairs online could be classified as “digital news broadcasters”, as per the latest second draft of the broadcasting bill, Hindustan Times reported.

Besides proposing to bring content creators under its ambit, the new draft of the Broadcasting Services (Regulation) Bill, 2024 also defines “news and current affairs programmes” to include “texts” apart from “audio, visual or audio-visual content, sign, signals, writing, images” which are “transmitted directly or using a broadcasting network”.

The revised definitions of ‘programme’ and ‘broadcasting’ also include “texts” and “textual programmes”, respectively. Thus, all news and news-related content on social media – videos, commentary, websites, newsletters, and podcasts – will be covered by the bill.

The broadcasting bill, first introduced in November last year, is likely to replace the Cable Television Networks Act of 1995. It has been under scrutiny for proposing to give ‘inordinate powers’ to the government to control the news media.

Punjab against Drugs 2,439 panchayats vow to fight drugs “Our village panchayat has banned drugs. It will not help any drug smuggler’s family in police or legal cases.” This announcement, indicating people’s fight against drugs, has been prominently displayed on a banner at Samrai Akhlaspur village panchayat in Gurdaspur.This is not the only village in Punjab to take up cudgels against the menace of drugs. This civilian movement against drugs is unfolding quietly across the state after a number of deaths were reported in June due to overdose or spurious drugs. The Punjab Police have reached out to villagers, asking them to help in this endeavour.

So far, 2,439 villages in the state have passed resolutions through ad hoc panchayats (panchayat elections are awaited) to fight drug menace. More villages are likely to do so. Punjab has 13,146 villages and currently the police are holding meetings and seminars in the remaining villages to convince them to join the fight against drugs.

It said that the figure was a “staggering 12.54% in Andhra Pradesh and 12.48% in Odisha”, even as the cumulative average of the increase in the final voter turnout is 4.72%

The CAT’s observation has brought back the question of whether LGs or administrators of UTs are given similar protection by the constitution.

Constitution expert and former secretary general of the Lok Sabha, P.D.T. Achary, told The Wire that the LG has no such immunity. “There is no mention of LG in it (Article 361). It offers immunity only to governors and the president,” he said.

On May 8, 2023, a court rejected Delhi LG V.K. Saxena’s plea to stay the proceedings against him in a case registered against him and three others for assaulting Narmada Bachao Andolan activist Medha Patekar. In his plea, Saxena had sought a stay on trial against him as long as he holds the post of LG of Delhi by invoking Article 361.

The order of lower court was challenged by Saxena in the Gujarat high court. The high court granted him interim stay on trial till pendency and final disposal of his plea against the lower court’s order.

Advocate Anand Yagnik, who is counsel for Medha Patekar in the case, said that the Gujarat high court’s stay in the matter is in operation.
