I am glad that the Hon’ble Finance Minister has restored Indexation benefit for Investors on Immovable Property. From the 23rd day of July 2024, the day the budget was presented, I have been unequivocally saying that the removal of Indexation would be the biggest blow to Indian investors. However, the Govt has partially restored Indexation, not fully restored. I have two more suggestions to offer in this regard which would enable a full restoration of Indexation benefit: 1. Provide Indexation benefit on assets purchased even AFTER the 24th July, 2024 2. ⁠Provide Indexation benefit on ALL Asset classes, not just on immovable property. Relying on the 2023 Constitution Bench decision in Government of NCT of Delhi v. Union of India, the Court reiterated that if the Parliament makes a law in relation to any subject in List II (State List) and List III (Concurrent List), the executive power of GNCTD shall be limited by the law enacted by the Parliament.

“Our understanding is that after a meeting with leaders of the security establishment, Prime Minister Sheikh Hasina apparently made the decision to resign. At very short notice, she requested approval to come to India for the moment. We simultaneously received a flight request from authorities in Bangladesh and subsequently she landed in Delhi,” he told Parliament.

Hasina fled her country on a military helicopter amid mounting political pressure. She was flown to an army air base in Bangladesh where she boarded a military transport aircraft. Later, Bangladesh Army Chief General Waker-uz-Zaman announced Hasina’s resignation, adding that an interim government would be formed.

Nobel Laureate Mohammud Yunus, who has expressed disappointment over India’s reaction to the crisis, is expected to be a key adviser to this government.

CHANGE MAKERS - GRAMEEN BANK - BANGLADESH

Grameen Bank, Bangladeshi bank founded by economist Muhammad Yunus as a means of providing small loans to poor individuals (see microcredit). In 2006 Grameen and Yunus were awarded the Nobel Prize for Peace.

The Grameen (Bengali: “Rural”) model, devised by Yunus in 1976, is based on groups of five prospective borrowers who meet regularly with Grameen Bank field managers. Typically, two of the five prospective borrowers are granted loans. If, after a probationary time period, the first two borrowers meet the terms of repayment, then loans are granted to the remaining group members. Peer pressure acts as a replacement for traditional loan collateral. Grameen became an independent bank in 1983; headquartered in Dhaka, Bangladesh, it has more than 2,200 branches in the country. The Grameen model has come to symbolize an efficient means of helping the poor by providing them with opportunities to help themselves. More than 97 percent of Grameen’s loan recipients have been women.

After teaching economics at Chittagong University from 1961 to 1965, Yunus won a Fulbright scholarship. He studied and taught at Vanderbilt University from 1965 to 1972, earning a Ph.D. in economics in 1969. He returned to Chittagong University as head of the economics department in 1972 and began studying the economic aspects of poverty in 1974 as famine swept through Bangladesh. Yunus even asked students to assist farmers in the fields, but he concluded that agricultural training alone would not benefit the large population of landless poor who had no assets. What the poor needed, he believed, was access to money that would help them build small businesses; traditional moneylenders charged usurious interest. In 1976 Yunus began a program of “micro” loans, a credit system designed to meet the needs of the poor in Bangladesh. Borrowers, whose loans may be little more than $25, join lending groups. Support from group members (in addition to peer pressure) coaxes borrowers to repay their loans. The Bangladesh government made the Grameen Bank Project an independent bank in 1983, with the government owning a minority stake. The Grameen model has spurred other forms of microlending around the world.
