The role of the 16th Finance Commission should be to eliminate vertical fiscal imbalance in federal relations. What should it do when revenues are concentrated with the Union government, and the States are burdened with expenditure responsibilities?
The financial relationship between the Union government and the States in India is asymmetrical, as in many other countries with a federal constitutional framework. As the 15th Finance Commission noted, States incur 61% of the revenue expenditure but collect only 38% of the revenue receipts. In short, the ability of the States to incur expenditures is dependent on transfers from the Union government. Consequently, there is the problem of Vertical Fiscal Imbalance (VFI) in Indian fiscal federalism where expenditure decentralisation overwhelms the revenue raising powers of the States.
Constitutionally, the financial duties of the Union government and the States are divided. On the revenue front, to maximise the efficiency of tax collection, the Personal Income Tax, the Corporation Tax and a part of indirect taxes are best collected by the Union government. But on the expenditure front, to maximise the efficiency of spending, publicly provided goods and services are best supplied by the tier of the government closest to its users. It is in this context that the extent of VFI merits attention.

What was the main argument advanced by Kejriwal?
Senior advocate Singhvi made the argument that Kejriwal has already received bail on three separate occasions, once in the trial court (which was later stayed by the Delhi HC), and twice in the Supreme Court — on May 10 so he could campaign for the Lok Sabha election, and again on July 12.
These favourable orders were passed in a case under the Prevention of Money Laundering Act, 2002, (PMLA) which contains special, more stringent bail conditions under Section 45 of the law.
In comparison, the CBI’s arrest was based on charges under the Prevention of Corruption Act, 1988 (PCA), which does not prescribe any special bail provisions.
Singhvi argued that this was “possibly the only case” where a person has got bail under a special enactment (PMLA) with more stringent bail conditions but has been denied bail for the predicate offence — the original offence that generated the proceeds for the alleged crime of money laundering.

Court reprimands BJP's LG
A few days ago, 2 people died due to falling into a DDA drain. All the papers and facts are examined in the court and it is proved that this drain belongs to DDA which comes under BJP's LG.

The Goods and Services Tax (GST) Council, which is scheduled to meet on September 9 for its next meeting, may consider levying an 18% GST on payment aggregators (PAs), such as BillDesk and CCAvenue, for small digital transactions up to Rs 2,000, via debit and credit cards.
A report from CNBC TV18 indicated that the Goods and Services Tax (GST) Fitment Panel has expressed the viewpoint that payment aggregators serve as intermediaries for transactions and therefore should not be classified as banks. Consequently, the fitment committee leans towards the imposition of GST on these Payment Aggregators (PAs). As per the existing regulations, payment aggregators are currently exempt from GST on transactions amounting to less than Rs 2,000.

The perception that politicians in prison lead a life of luxury is far from reality, and it's certainly not like they show in the movies, Sisodia reveals with a laugh. "I did a lot of meditation and read the Ramayana, the Mahabharata." In addition to these spiritual texts, the absence of news or internet forced him to turn to the limited entertainment options available-a TV set that repeatedly played a small collection of films. "The movie channels kept showing some 15-20 films on loop. I watched them all, including the Marvel movies and the Avenger franchise. Amitabh Bachchan's Sooryavansham would keep repeating, along with Aamir Khan's PK," he says.

As Sisodia puts his time in jail behind and gears up for future fights, the liquor policy 'scam' case seems to be crumbling gradually. The recent legal developments surrounding other accused, including the Supreme Court granting bail to AAP leader Vijay Nair, underscore this shift. Nair, after 23 months in custody, was released as the top court emphasised that bail was the norm and jail the exception, especially given the delays in the trial.

Sisodia firmly defends the Delhi liquor policy, emphasising that it, like the Delhi government's Mohalla Clinics and school education reforms, was drafted for the benefit of the people and not as a political move against the BJP. He points out how non-issues were escalated, such as a CBI probe accusing him of bypassing a tender to place an ad on Facebook. "It's not like there are five companies like Facebook. If you want to place an ad on Facebook, you have to give it to Facebook only, right?" he says, underscoring the impracticality of such claims and how they seem to have been used to create controversies out of routine decisions.
