Then the Delhi government appointed its favorite officer as DGHS. Keeping all rules aside, why was Dr. Vatsala Agarwal appointed without vigilance clearance?

Why was she made DGHS by ignoring 15 senior officers?
The government is 60 seats short of the 360-vote threshold and cannot overcome the trust deficit through sheer force. Regional parties know that supporting this bill could impact their state's sovereignty, leading them to remain defensive.
