Bhopal (MP): De-addiction lost in puffs of smoke - Pill use flourishes in the city.

Nothing quite exposes a failed criminal justice system than the contrasting manner in which GN Saibaba and Gurmeet Ram Rahim were treated by law. Saibaba, a DU prof, who passed away on weekend was branded ‘Urban Naxal’, arrested under UAPA, denied bail on health grounds for years though he had 90% disability and was confined to a wheelchair. He did not even get parole to attend his mother’s last rites. Saibaba was acquitted of UAPA charges after spending nearly a decade in jail. By contrast, Ram Rahim, a rape and murder convict, routinely gets parole especially just before elections and is treated like a VVIP with netas lining up to take his darshan! Andha kanoon? Or ‘no’ rule of law? Think.

Saibaba was born in 1967[8] in Amalapuram, a town in East Godavari of the Indian state of Andhra Pradesh, in a poor peasant family.[9] He used a wheelchair since the age of five due to polio.[1]

Having studied at Sree Konaseema Bhanoji Ramars (SKBR) College in Amalapuram, he finished his degree at the top of the university.[9] He obtained his M.A. in English from University of Hyderabad.[10][2] In 2013, he completed his PhD dissertation which was awarded by Delhi University. His doctoral thesis was on "Indian Writing in English and Nation Making: Reading the Discipline

Gokarakonda Naga Saibaba (1967 – 12 October 2024) was an Indian scholar, writer and human rights activist from Amalapuram, Andhra Pradesh.[3]

The professor was accused by Indian authorities of having ties with outlawed Maoist organizations and was sentenced to life imprisonment by a session court in 2017. He was later acquitted of the charges under the Unlawful Activities (Prevention) Act by the Nagpur bench of the Bombay High Court on 14 October 2022.[4]

After the ruling, the Supreme Court of India suspended the order and asked the high court to re-evaluate the case.[5] On 5 March 2024, Saibaba (as well as five other individuals that were tried along with him) was once again acquitted by the High Court, with the court declaring that the prosecution's case was invalid due to its lack of technical propriety as well as various cases of dodgy evidence, and called the trial court's verdict a "failure of justice".[6] The second acquittal has also been challenged by the state in the Supreme Court, by way of filing a special leave petition the same day and prior to the delivery of the High Court's judgement. He died on 12 October 2024, following post-operation complications after undergoing surgery for gallbladder stones.[7]

Buying a private thermal power plant: ⁃ It’s rare to see government buying private sector nowadays, but in 2023, Punjab govt bought 540 MW GVK thermal power plant spread over 1100 acre at a price of ₹1,080 crores, making it the cheapest buy in the country at ₹2 crore/MW - Earlier, it was running at a capacity of 35% but now it’s running at 80% ⁃ Buying this plant will save ₹350 crore/year for the government.

Sadak Surakhya Force ( SSF ) : ⁃ CM Bhagwant Mann launched SSF, a special force dedicated for road safety on highways in first phase ⁃ Force is equipped with Toyota Hilux containing all the necessary equipments required in case of accidents ⁃ With the average response time of 7.21 minutes, SSF has set a new standard in reacting to emergencies on highways. This record time surpasses the platinum 10-minute benchmark established by developed nations for emergency services. ⁃ From Feb to Sept, 2023, 1,454 persons were killed in highway accidents in the state. The figure for the corresponding period this year has fallen to 794.

Thanks to the innovative Green Stamp Paper ⁃ If any industrialist wants to set up a factory in Punjab. When he identifies the land, he will have to inform the government through the ‘Invest Punjab’ portal ⁃ Change of Land Use team, which grants permission, will take ten days for the process. After the go ahead by them, the industrialist will be asked to purchase the green colour stamp paper. ⁃ This stamp paper will be costlier than other stamp papers. It will have all necessary permissions, including Change of Land Use, Forest department clearance, Pollution and Fire department fees, and NoCs

Police reforms : ⁃ CM Bhagwant Mann launched online portal for registration of police complaints, under this process, complaints are resolved within a fixed timeline. Closure report of this portal is submitted every month to CMO ⁃ I am personally a beneficiary of this initiative. My theft complaint was resolved in less than a month and I was fully reimbursed
