During the event Kejriwal unveiled plans for a new scheme that aims to provide Rs 1,000 per month to all women in Delhi. This announcement marks the introduction of what he termed the “seventh revdi” in AAP’s growing list of welfare initiatives, which already includes free electricity, water, bus travel for women, elderly pilgrimages, healthcare, and education. Kejriwal further criticised the ruling BJP, particularly its “double-engine model” of governance, which he described as synonymous with “inflation, corruption, and unemployment.” He stated, “This country is tired of double-engine governments; double engine means double loot, double corruption.” He expressed his concern about the BJP’s track record in various states and directly challenged Prime Minister Narendra Modi, saying, “I challenge you, Prime Minister, to provide free electricity in all 22 NDA-ruled states before Delhi polls.” He went on to declare that if Modi succeeded, he would campaign for the BJP in the upcoming Delhi elections. Pawan Kalyan’s escalating demand for Sanatana Dharma Protection Boards – both at the national and state levels –could cause significant discomfort to his National Democratic Alliance (NDA) partner, the Telugu Desam Party (TDP).

Kalyan’s demand is not new. The call for freeing temples from state control and transferring it to Hindu religious leaders has been long standing, dating back to 1959 when the Rashtriya Swayamsevak Sangh passed its first resolution demanding that temple control be returned to the community. Kalyan has now added the qualification that these Hindus must be ‘Sanatanis’.

However, in Andhra Pradesh, it was the TDP, led by the then chief minister N.T. Rama Rao (NTR), which enacted the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments Act in 1987. Commonly known as the Endowments Act, it greatly democratised Hindu religious institutions that would otherwise have been concentrated in a few hands – a stark contrast to what Pawan Kalyan is now demanding.

The concept of cash transfers is not novel. In fact, it’s gained significant popularity across the world. The idea of universal basic income has managed to move from being merely a topic of academic debate to being actually realised on the ground. As the Covid pandemic struck the world, multiple governments resorted to cash transfers, from advanced economies like the US and Japan to emerging countries like Pakistan and Namibia. In India too, several state governments, including Delhi, provided cash relief to a significant part of their population during the pandemic.

Small-scale cash transfer programmes have been running across Indian states for years. Old age and widow pension schemes, albeit small in amount, have proven to be quite effective. Recently, the central government started providing direct cash transfers of Rs 6,000 per year to over 12 crore farmers under the PM-Kisan scheme.
