  3. FIRST LOOK AT BUDGET : As per Finance Minister, one Crore people benefitted from tax cuts up to income of 12 Lakhs. The Tax cuts are given to boost demand. There is poverty, unemployment increased. So remedy is to boost jobs, reduce unemployment. Unorganized Sector is 94% Middle Class is 2-3 Crores only. So demand will not grow if Tax cuts are given to Middle Class. 9.5 Crores Individuals file returns. 4.5 to 5 Crore file NIL returns. 2-3 crores of Standard Deductions is raised so the number increased to 6 crores. Middle Class may get benefited, But that many can not increase demand. 1 lakh Tax resources are less because of this benefit. This is visibly showing on the lesser Budget on Education, MNEGRA ect., Govt’s strategy of promoting Organized Sectored and ignoring Unorganized Sector is not going to be good for the Country. The Tax concession for Middle Cass is not going to help. The Govt is cutting the Capital Expenditure to maintain the Fiscal Deficit. Cutting down the expenditure on 108 items. The allocation is done but expenditure is not done on Drinking Water and various essential Schemes. They are doing this to maintain Fiscal Deficit . Now when the demand is low, the Govt should not worry about fiscal deficit but focus on increasing the demand to fire up economy. This is the view taken by Economists. They also quote another point. Due to mechanization the number of jobs reduced.In 1990 the Organized Sector was providing 6 % Jobs. In 2024 also it is giving only 6 % jobs. It is stagnated because the Organized sector is highly mechanized. In Banking sector, Customers are doing all the transactions on the Phone. No one is going to Banks. Banks have increased business to 1000 fold but employ only half the people. Another example Tata Steel was producing 2 million tons of Steel in 1988 with 88,000 people and now it produces 15 Million Tons & employs only 30,000 people. Where as in Unorganized Sector generates employment. You can not convert unorganized Sector into Organized Sector. The Un-Organized sector consists of Agriculture, [ gives 46 % of employment ] MSME [ 6 lakhs ] , Micro Units [ 6 Crore ] 6,000 large Units .Unorganized Sector employs a big chunk of Indian labor. If you kill it you are killing 90-95 % of the jobs. Micro Units employ at an average 1.7 people. The focus of the Govt should be on Demand side, the focus is on Supply Side. So the Middle Class increasing the Demand which is only 1.5 Crores is misleading. The Demand should be increased form the 94% which is in the Unorganized Sector. If you give Rs 100 to a rich person what will he do? He might spend Rs 5 and save Rs 95 as his demands are already fulfilled. If you give Rs 100 to a poor person he will buy chappal, School bag, food , kitchen utensils. He will spend all the Rs.100. The demand will increase, it will boost Economy. The Organized Sector Balance Sheets are healthy. So they do not need any more as a lot of Tax Concessions are given in earlier Budgets. The Unorganized Sector is weak. We have to boost it up. Even in Agriculture Sector , jobs are reducing due to mechanization. So we need to move our Agri labor to another Sector. We need to invest on Education. Most of the people are welcoming the Free Bees. Why? Trickle Down has come down. The long term plans are not liked by people. They want immediate relief.
